She doesn't expect to be gawked at. She expects men to find her attractive, and to talk to her politely. Though some women do engage in overkill, it seems. That kind of exposure can get them the wrong kind of attention from the wrong kind of guys.
Another tip for guys. If a woman is wearing something incredibly low cut, keep saying "Eyes, not boobs. Eyes, not boobs." Then will yourself to gaze accordingly. It'll drive her crazy that you're not checking out her boobs.

Well, hang on. A woman can show off the girls without dressing as if she's about to start her shift at Hooters or the Tilted Kilt. Hell, go look at some of the movies from the 40s and 50s to see how women were attired.
Not too long ago, I saw this woman who was probably in her 50s, she was thin with huge fake boobs, obvious facial surgeries (nose, cheeks, botox, etc.) that kinda looks clownlike and she was dressed kinda glitzy Betsy Johnson-ish. She was stylish. She had this uber confidence about herself and you tell she was super rich carrying several Neiman Marcus bags. I wasnt even looking at her boobs or anything, I was just thinking she was some celeb or something and trying to figure it out. She looks at me and with the most conceited and arrogant voice says "Thats enough!" and walks right on by. I was like "Whoa!!!"

That's what I mean. It's not necessary to go "incredibly low cut". A hint is enough to feel fashionable (believe it or not, some of this is just about fashion) and looking good, without putting everything on display. In fact, well-tailored clothes that don't show much at all but that are a good match with a woman's body type, can have the same effect.
This raises an interesting question: how much is too much in public or at the office? At what point does a neckline cross the line from acceptable to TMI? Is any degree of cleavage too distracting for the office? Is a little as bad as too much?
