In my state you have to get a permit and pay a fee. In 45 days they will let you know if you are approved. Then you have to get your shots..... wait... I may be confusing this with something else.
Do you think that a guy who is average in every possible way has any right to start dating?
Last time I checked, it takes TWO people to consent to go on a date.
Dating isn't a "right", it's a privilege granted to you by the other person to let you spend time with her. If you have nothing to interest her, then she is under no obligation to accept your offer.
I found this under the criminal code: Average men (self-defined) shall be permitted to date only in the year 3092 and only under specific conditions. Prior to this date, average men who ask either a woman or a man on a date shall be charged until heinous dating crimes against nature statutes. If convicted the penalties shall be as follows:
First offense: flogging with wet noodles in the town square on the bare back by all the average, single women over the age of 65 until one of them declares him "no longer average";
Second offense: flogging the soles of the feet with dry noodles until a promise to remain single in perpetuity;
Third offense falls under the three strikes law and the convicted average male shall spend his remaining days on earth walking from home to home putting down toilet seats.

The criminal code for which state, though? Dating is regulated by the states, not the federal gov't. OP should check state law in his state of residence.
I have often wondered why the average guys haven't been rounded up and put into ghetto's... circa 1930's Germany.... I am truly surprised that this hasn't happened....

Average to me is the main stream population, hence the majority of men are average. People are hooking up and getting married all the time. Yes, they have the right and they are dating and why wouldn't they??
