I try to respond as soon as I can, but as was stated before I know most people usually take a day or two to respond, and I don't take it personal on the initial meeting. Now if we have been texting and calling regularly, pretty consistent, and then responses take a day or longer, then I get the hint, that the persn isn't interested in me anymore
He asked me to call him today. I did. But he did not pick up .
So it hasn't actually been 24 hours since you contacted him. Are you just preparing for him not to call you back? Just because he wanted to talk today doesn't mean he wasn't doing something else when you called.
I should also mention that I'm usually pretty good about responding to texts fast, especially from my girlfriend. However, I know the world doesn't revolve around me and sometimes things come up.

Of course. At that point I'd probably just try to call or send another text in case the person I'm contacting was really swamped. If they still don't get back then I can take the hint.

Even if they are really swamped, then they will still remember to return your call. It is not like they can work until they hit their bed and forget everything else around them. well, even if that's the case, then I don't think I want to be involve anyway.
No, I'm just saying that jumping to a doom and gloom conclusion after not having your call answered is pretty extreme. Exactly how long has it been since you called him?
Ignoring texts is something I don't do because so many people do it to me, and it pisses me off. Along with people saying they are going to call me and they don't. I'm talking in a totally non-romantic sense.
I've never had the pleasure of rejecting somebody in the 'dating' stage, but if I did, I would not just ignore them and pretend they were not there. To me, these are all kind of little things that are kind of important.
Of course, I don't have a lot of options and rarely more than one, but women typically do, and if I did, I wouldn't put up with that.
I don't "put up with" people who are obsessed with their phones.
To answer op, I would answer whenever the next time I looked at my phone and I had an answer to the question at hand.
This could be seconds to minutes to several hours as I am not surgically attached to my cell phone.
