Probably just zoning out. I do that sometimes when I have a lot of stuff to do and want to clear my head. Just think of nothing.

Yeah good point. I wish I could do that more. Used to when I was younger, just so busy these days I struggle to do it.

It could be that you may resemble someone they knew or they found you visually interesting, even if not attracted. Women tend to be reluctant to initiate interaction with men, probably due to some archaic social conditioning. I suspect that it is also a convenient way to avoid rejection...

I was waiting near the restroom for Mrs. Chow to come out and while waiting this woman walked out really slowly and stared at me for about 25 seconds, didn't break eye contact.

I think she was sketching on something.

I said hello to her and she just stared some more and walked away.

A key here is, I was by myself. They were alone too.

In certain social situations women are more likely to initiate. Like when they are in a group, safety in numbers and the like.
