Sort of, yes.

Whether or not he would appreciate it as a gift depends on his budget.

If he's tight on money and is really having a hard time buying them, yeah, he'd probably think it was a great gift.

However, do you really want to encourage his smoking?

I personally wouldn't do this. If he's short of cash and you want to buy him something to help alleviate his money situation, buy him something else useful that will not harm him, like a gas card or something. I don't think men expect sentimental gifts.

If he's not short of cash, just buy him something he likes and let him buy his own cigs.

Gee, I don't think I'm qualified to answer this question. Let me call my uncle who had a lung removed today due to lung cancer (true, I am not kidding )
