Is courting a female, especially women 21-30 years of age, a thing of the past? Do people even date each other anymore without getting sexual or engaging in sex?

It still exist but it's MUCH shorter; consequently the activity's that youngsters use to do back in the day such as roller skating, bowling and general non sexual dancing have been replaced by excessive drinking, drugs, and highly sexual forms of dancing in night clubs.
It's really crazy out there; I remember when I was living in California and I lived with a bunch of guys/Athletes I so how shocked as to all the promiscuous activity's that were going on with multiple partners; it pretty much seemed like nobody was interested in having a real meaningful relationship.
I think it does - it just depends on who you date. I am a sexual person, but I make a point not to rush into sex right away. I think some women feel they have to, to please the guy but if that's what a guy expects after the first couple of dates, then I would rather not date him.

I'm in your age range. I dated my ex for over a year without having sex with him, I didn't even kiss him until a month into the relationship. I think there are still girls around, like me, that like to take things slow. Or am I an anomaly?
Just fyi.......I don't look down on people who have sex early on or "date" around a lot, it's just not my thing.
