As long as they are clean yes. A lot of people don't have access to showers, baths or running water especially in deprived areas or poorer countries and still manage to keep very clean.
But I must admit that I do have a problem with people with bad hygiene. So I guess anyone with access to running water who does not wash would not be high on my list !
I never shower , I prefer baths ! Daily minimum, twice daily if I have been more physically active.

Had a friend go to Pakistan in the late 80's.
He worked with some of the locals (very nice people).
He said that after the weekends, the locals would come back to work stinking to high heaven, from having relations with their wives and then not taking a bath/shower.
It depends. If they could go a week and not stink, sure.
Also, I almost never shower. I'm a bath person.
