The rationale was simple:

many graduate high school at 18 or very close to it.

to wait another year before doing their mission left a gap where they could only start some work or start school, only to leave very shortly for training and their mission.

this way, they can graduate HS and go straight to their mission years.

It makes sense the younger you scare them the less chance they will stray.

Actually I would say it's the other way around. The harder they try to indoctrinate ya, the easier it is to see you've been indoctrinated when you are an adult. That's how it was for me anyway.
