Who is this New Covenant to be formed with and whose hearts is it that HaShem will inscribe His Torah upon?...It states it right there in black and white...Notice that G-d does not say that He will inscribe His Torah on the hearts of Judah, just Israel, the Northern Kingdom That went astray, Judah remained faithful to HaShem, so, no reason to inscribe His Torah on their hearts...But he New Covenant is for both houses...
