both articles are from 2016

i can't speak to other counties & their water woes, but for nye county we've recently been handed down (from the state water engineer jason king) the proclomation that no new wells will be drilled. if you have an existing undeveloped piece of property, you have to prove you have water rights before you can drill a well. if you have a developed piece of propety, you are ok to drill a deeper well (if needed)

Yes, both are from 2016 and both still work without "pay-to-view".

Is the Nye plan published in County Planning documents or is the State "order" it?

"The Plan" as it stood incomplete in 2016 was left hanging by undecided legislation that needed to be completed and passed. The revised 2016 State Planning Document made no mention of the dreaded "curtailment" at the time though it does speak to basin and aquifer draw down.

As it stood, the tentative plan as discussed in the articles was priority based utilizing draw down metrics as a trigger for "curtailment", domestic well use being at the bottom of the water trough.

Due to the unfinished legislation there was no provision for indoor water use during "curtailment" leaving domestic well users with no readily accessible municipal water source without recourse other than trucking water in.

When the article first opens and you click on the screen to read, a "pay-to-view" splash screen eventually comes up, just click the black "X" in its upper right corner to close it and the entire article can then be read.

At least that's how it is still working for me as of right now.

I'm currently utilizing an MS Windows 7 laptop running I.E. 11

I haven't tried it with any idevices.
