Could be anything. Could be dealing drugs. However, they also might sell things on ebay or craigslist. They may be a landlord, and their tenants are paying them rent. You never know.

I'm a landlord and I always either go to the property or have a property(office) with a dropbox for tenants.

Oh, I agree that having a tenant bring rent to your door isn't the best way to do it. But a lot of people do it anyway.
