Sounds like the landlord was cheap or ignorant when the units were constructed. The ceiling should have been fully insulated ...I imagine that the ceilings are hollow. The up stairs person is not stomping. They are just living as usual. It might sound like they are being noisy on purpose but they are not. I have a shot underneath my apartment. When they renovated the place I suggested they remove the ceiling and expose the antique ornate tin ceiling..big mistake...now my living room is like a huge speaker that blasts every little sound downwards...I am getting regular complaints about being alive.
The point is, you shouldn't have to think about walking, talking, peeing, showering or doing your dishes. Those are things you do everyday and are not considered in the 'quiet enjoyment' clause of your lease.
Should you be partying all ngiht long? No. Should you be screaming and yelling on your patio at 0100? No. Should you be booming your music just because you can and you like to rattle the walls? No. These things are a violation of the 'quiet enjoyment' clause of your lease and should be reported to the landlord/office manger, and in some cases the local police dept.
We're talking about people doing stuff to be NICE, not because they are actually bothering anyone. No one says you HAVE to. My neighbor wouldn't (and doesn't) really care if she can hear my TV, I don't feel like I HAVE to turn it down at night, but I do because hey, isn't it nicer to not have to hear that stuff when you're trying to sleep? I've been appreciative when my neighbors have been in the habit of taking thier shoes off upstairs. It wouldn't have bothered me terribly to hear their footfalls, it didn't when the people who were there before them would walk in their shoes, but it was NICE of them to think about it.
The world would be a better place if people didn't only worry about what they HAVE to do. Seriously.

Why ppl waste their time complaining about noise that a) the landlord won't do anything about, b) the police won't do anything about c) isn't a 'quiet enjoyment' violation is beyond me. Find something tangible about your neighbors to complain about and I just might listen to it.
Wow you really have an attitude problem. You really have an issue with people being considerate??? I don't understand that, people are talking about tenants being quiet to be considerate of other tenants, and you have an issue with that?
No, people aren't talking about tenants being quiet...they are talking about tenants living in their units. They aren't talking about all night parties, screaming matches, blaring music, barking dogs or the like...they are complaining about people LIVING. Huge differenece.

I totally understand what you're saying, but this thread and recent comments aren't about making sure your front door doesn't slam, or that you dont' stomp up and down the stairs, or make sure you're not being loud if you come in late at night.

Great post, I totally agree. Yes there are buildings that are so cheap no matter what you do, there will be noise from normal living. But I think most noisy neighbor issues are due to just plain rudeness and not caring about others. Sounds like yours are nice and so are you.
I'm not sure what percentage of evil, money-hungry, 1%er landlords build their own rental units.
Lots of landlords renovate buildings and turn them into rental units. The landlord foots the construction bill. When the contractor suggests that a wall or ceiling be sound proofed through various means - He runs the idea past the landlord - It is not a great expense, perhaps a few hundred extra dollars. If the landlord is cheap he will simply say skip it...He does not have to live there.
