Write "no longer at this address" or "please forward" and drop it in the mailbox for the carrier to take away so it can be forwarded.

Can also put a big X on their address and then write above their name in large letters MOVED.

Then drop it in the mail.

The post office will redeliver to the forwarding address or return to sender if no forwarding address. You don't need to add any postage. The sender's original postage takes care of this.

I live in an apt bldg and the mailbox is in a central location. So i never see the mailman.

You dont need to see the mailman/mailwoman. Drop in in the mailbox like you would anything you are sending in the mail. You don't need to add postage. People do this all the time. The Post Office knows how to handle it.

If you cannot find a mailbox that is used for outgoing mail, then stop at a Post Office and drop it in one of the blue mailboxes in the parking lot of the Post Office.

This is what the referenced "mail box" looks like:

I can't believe someone had to ask this.

This is from the USPS website: Reporting/Returning misdelivered mail

Despite our best efforts, occasionally mail is mis-delivered, or is delivered to an old location for an individual. If you are receiving mail for the previous resident and do not know their address, simply return the mail piece back to the mailstream (by leaving in a Collection Box® or other mail receptacle) with the notation "Not at this address" marked on the envelope.

If it is A LOT of mail maybe ask the landlord if they have a forwarding address or can contact the previous tenant to fix the problem.

You can use RTS as well which means...return to sender. Just be sure to deposit in the outgoing mail.
The apartment office will have an out going mail as well.

This does not always work, least not with my post office for some reason. We are constantly getting mail from the previous owner here, and we tried returning it to the mailman with the "does not live here" note attached. 5 years after the first incident, we still receive his mail. It's gone to the point where we have put the mail back in the mailbox to send back out, and get the same peice of mail back 3 days later, with our "does not live here" note still on it. We gave up on that method about half a year ago and now just toss it all out.
