Your best bet with a LL who doesn't return deposits, is to not say a word about doing an initial inspection. Let them screw up by not doing what they're supposed to do. Wait longer than 21 days for them to return it, and bam! They're 0 for 2, and you win!
Granted, it's a pain to have to go go court, but worth it in not only your returned deposit - but the karma/consequence factor is satisfying, too.
