If there's total loss of power on the property, I can understand the annoyance. But not to the tune of over 40 texts however it's annoying. I would offer a hotel stay personally.
If it's partial loss of power, then the tenant is overreacting hugely. Especially if you have responded quickly to past requests etc and never had an issue. As for getting them out, I don't know California rental laws but heard they are pretty strict. Read carefully the laws for your state as noted in this thread. Extremely carefully.
Your renter should have renters insurance which may cover their food loss. Things in a freezer should be fine if it is just a day or two.
Also, your insurance may help your repair costs as well as mitigate any damages.
You may want to do something else if your electrician finds it is the renter that caused the outage....I'd go over there and be there with the electrician if it were me.
I agree with the others. You can't kick them out just cause they are pests. I think 40 messages is a bit much.....but did you respond right away to the first one??
Save any correspondence, and I would not correspond with this renter except on paper...This does sound like "one of those" type renters.
