What's the problem there?

If mom is incapable of controlling her own child, living in her own house, then evicting the whole family seems like the solution to the LL's problem.

Agreed. It is not the LL's responsibility to evict only one person on a lease or get involved. If there is one bad apple, then either the mom gets her out of there herself for good or the whole family gets evicted.
