Don't judge him, you don't know his situation. Why must you think you are better than everyone else?
why , because he is our resident whiner about his situation for years and not only brought it upon himself but turns every thread he can on to himself .
he does nothing to change a thing .
There IS a minimum expectation, and I'm guessing from your post, this place isn't meeting it. You expect more than you're getting.
Do you think the owners of this home are likely to embark on the extensive remodel it would take to remedy the situation in this overcrowded house? - With all of you still living there?

You can expect whatever your heart desires, but you won't necessarily get it. There is no law about how much electricity has to be provided, and I don't even think that in Oregon there is a law that says there has to be electricity. It's legal to rent an off-grid house. If electricity is provided the wiring must be safe. Nothing is said about generous capacity.
If you are cold, you have a couple of options. Turn up the main house heat. Buy a vent-free propane heater and be careful that it isn't set up near anything flammable. Also get a good plug-in carbon monoxide detector.
Buy another blanket for your bed and get a foam pad for underneath your sheets so that the cold air doesn't come up through the mattress.
Have a licensed electrician run a new circuit from the breaker to your room, so you have a circuit all to yourself. Last time I have that done it cost under $200. This is an easy job and not expensive.
Move.
Isn't this your second house with a wackadoodle master roommate? Perhaps stop and ponder why you are seeking this type of person out.
Note about police: it is legal to grow and possess marijuana in Oregon. The police have no interest in the roommate's grow operation.
If building violations are happening then the rooming house should be shut down. That house has an electrical service that is adequate for a home of its size. If they are violating building codes by misusing the property you should be evicted for being in an ileagal apartment and the place shut down.
Where in the hell would he live? Under a bridge I 'spose, but at least the camping heater would ventilate.
not my problem as to where he lives . i wasted enough time over the years giving him advice and ideas only to be met with excuse after excuse .
