Same for my condo building. The house rules say that residents should not talk to their fellow neighbors if they are having problems; instead, they should contact security. I guess there were several bad neighbor-to-neighbor incidents in the past.

And I'm sorry, but I will NEVER confront a neighbor directly. Too many crazies out there who might pull a gun and blow your face off. If you contact the office, they never know who the complaint came from - and most (decent) apartment complexes would rather you contact them instead of handling it yourself anyway. Likely for that same reason.
Sounds like this neighbor is just that type. OP, do you have anything to protect yourself with, this neighbor sounds dangerous. I would audio tape or video tape these noises and confrontations. Then you can show the police.

For those of you who might say it is illegal....OP look at your States laws regarding taping, if you video through your peep hole....I might put a small note on my door saying you are being video taped. That implies consent. She sounds totally unhinged. I wonder if there are any restraining orders against her.

Sounds dangerous and mentally unstable. Bad combination.
