My mom asked one of Duluth's finest whether or not it would be legal to dispose of their belongings in their front yard (before, of course) and he gave her the thumbs up. Likewise, I think (weak "think" here) it is legal for the landlord to keep the tenants' belongings they left behind after they move out. There might be a 30-day rule, though.
By the way, the new tenants of the house called my mom to tell us the refrigerator wasn't working. Would it be OK to dump that off in their yard as well?

State Law is very specific in my State... there is a procedure the Landlord has to follow.
Not following it to the letter may work or may not. Remember one person's junk is another's treasure.
