Wasting time on Smartphones may explain part of this. I once observed a police officer in downtown Tucson one night, oblivious to a loud boom car driving by, and laughing at his Smartphone.

Bloomberg worked very hard at making New York City the least noisy city in the country. Car alarms were banned in 2004, Police sirens were also banned (only exceptions were Fire trucks and ambulances), Boom cars silenced and someone from the city would go around and use a decimeter to determine if your A/C unit was emitting too many decibels of sound. In the residential areas of Manhattan, I actually saw those signs when visiting: $350 fine for honking your horn.

A cop missed a loud car in Tuscon, and this news is only now filtering into New England?

This demonstrates how leadership's focus on noise and other urban quality of life issues can work. If it has worked in NYC, it can work almost anywhere.

I don't want to defund the police. I would like them to do their job though.
