I am a big fan of Moby Dick House of Kabob (Georgetown, DC in particular)(Persian) and Shish Kebab House of Afghanistan (West Hartford, CT)(Afghani). Any suggestions about Persian and Afghani authentic restaurants in Richmond? I am neither Persian or Afghani but seriously enjoy their cuisine along with a multitude of others but will restrict my querry to these two for now.

You might want to try yelp.com and search for it. I did a quick search for you and I really didn't make any hits. Your only option may be is to drive up to Northern Virginia.

If you liked Moby Dick, then you need to try Rose Kabob in Vienna and Shamshary in Tysons. Those two places will make Moby Dick look like fast food.

I don't know how far you're willing to travel, but Ariana Kabob in Charlottesville is good. It's an Afghan place.

Stick's Kebob at Willow Lawn? It's faster food.

I know it's not the same, but there is a decent sized Lebanese community in Richmond and some tasty Lebanese food because of it... I think the Phoenician is still open and the Festival each May is always fun.

And I've recently read good reviews about a Balkan restaurant that opened recently. Have to say I haven't tried the cuisine, but look forward to it.

For under $12/person its a steal. you won't leave hungry. Also try the bakery a few doors down.
