Look at the following: 14620, 14607, 14610 and 14609 (east of Culver Road)
This....and also there are areas of 14613, 14612, and 14615 that are decent...though close to Kodak Park (which I consider an eyesore)...14612 is the Charlotte neighborhood that is largely considered to be somewhat suburban in nature but is still part of the city and has it's own village/neighborhood vibe and is on the lake.
More specifically, what are you looking for? I live on the Eastside so can pretty much only speak to that.
You can get on the City of Rochester Website to look up taxes on a specific property or go into a site such as Nothnagle realtors and it will show you the taxes on properties for sale.
My house is assessed at $70k and the taxes are $2,200 without a star Exemption. In the city of Rochester trash service is included in your tax bill.
I'm in 14609 just East of Culver (as someone above noted) If you go another 1/4 mile to the east across Merchants there are some very nice homes that go for over $100k and an area that is considered a little safer but houses are a little less expensive than say the Browncroft or Park Avenue Area. There are some great homes off Winton Road north of 490.
There's also some around Highland Park and then into the South Wedge.
Some of these are closer to restaurants and shops than others. So again, it depends on what you want and how much you want to spend.
Do you have kids? If so, schools are a consideration. If not, then not an issue. I have 2 school aged children.
Do you like old houses/neighborhoods or are you looking for certain attractions and activities? If you don't mind sacrificing close proximity to the activities, there are a number of areas with decent neighborhoods and homes with architectural significance for a relatively cheap price. If you desire both, you will simply have to pay more-in some cases much more.
