So it went from dead last to suddenly good in 12 months....
Maybe if you lived in Rochester, you would understand and not get all excited over 1 survey out of hundreds. Look at Rochester, and you will see slow but steady growth over the years.
I will acknowledge that Rochester has NO leadership. NO vision. We've always had businesses that drove the growth. Many tech people have said that Rochester has the most potential for growth, and facts show that too. Our "leaders" like the status quo.
One thing about Duffy, though, thinking back to when he was lt. Governor. Something happened. I think Duffy got severely scolded by Cuomo, and coincidentally, Kathy Houchol was appointed to the position, aligning with the Buffalo Billion. Cuomo has focused 90% of his energy on Buffalo ever since. So, I believe Duffy did try but was put in his place.
Are you serious? The WSJ has been published for over 130 years and is the pre-eminent American business journal. It is read all over the world.

Are you serious? The article and research is written by a junior reporter/software developer. It wasn't some veteran WSJ reporter or economic veteran. It was created by Soo Oh. She's been with the WSJ since 2018. Before that she was a software developer creating software for media companies.
I love it. Anything that paints Rochester in a positive fashion. "Oh that's just some stupid list". But a Junior software developer that has been in the financial industry for a whole...wait for it...18 months is an "expert" on what is going on in Rochester more so than the Bureau of Labor statistics or M&T which have Rochester job growth at 1.4% last year.

Anybody who is truly honest about analyzing Rochester, and isn't just on a Rochester bashing trip 24/7 would recognize how true this statement is about Rochester's potential.
We have 2 world class Universities/Colleges here. I know this for 100% fact. You walk into any Silicon Valley software company, Microsoft, Google, it doesn't freakn' matter, and there will be many people there working from RIT, and the leaders of those companies are very familiar with the school. I know this because I worked at one of these companies before boomeranging back to Rochester. The joke where I worked (one of the biggest technology companies in the world) was that the company only hired from RIT because there were so many people there from the school.
I went to a tech conference last year out of state. I was having a conversation with my colleague about Rochester. And somebody sitting at the table next to us apologized for interrupting but wanted to also talk about RIT because that's where he went to school.
The same goes for UofR with Business/Science/Imaging, etc.
RIT and UofR have a very large impact around the country.
We need to work hard on getting these students to stick around and build more companies here. We have the resources contrary to all these doomsday sayers trolling 24/7 for negative news on Rochester.

I lost a good tenant a few years back due to that. She studied at RIT and when she graduated and moved to San Jose. She said the teachers tell the students to leave. I wonder how much longer they can do that, with all the activity downtown in the IT sector?

I did, for 11 years. Left last Spring. Career imported, wife's career improved, don't pay those taxes or get 100" of snow anymore.
Now live in a large city that actually does have 'Big city amenities." Which Rochester does not. I know what I speak of, having also lived in Chicago, Philadelphia and Denver.
Much happier now. But if you're happy there, I'm glad for you.
^ To be fair, while Rochester isn’t as big as those cities, it is a “legacy” city that still amenities that rival or surpass peer cities/areas due to once being bigger in terms of population rankings. So, some that just needs to be put into proper perspective too.
