I think that attitude is changing. There are tons of people in the south now who moved from up north who can attest to that. Basically anyone who has lived there for more than a few years and ended their "honeymoon phase". Many of those folks have soon discovered that people moving from expensive, overtaxed, overcrowded areas to "greener pastures" are really just slowly but surely bringing the issues they were "running away from" right along with them.
neither really...I'm talking about the people who moved for warmer weather/lower taxes and in the case of those coming from LI/Downstate; cheaper housing.
I always hear people say that Rochester is bad but how bad is it. When I saw bad, are we talking about Newark, New Jersey bad or Detroit bad?
I would stay out of the city proper after dark. High crime rates there. Very high murder rate per capita. Suburbs are great...some expensive...some not so much. Great summer festivals, lakes, outdoor activties, minor league sports, most schools systems are fine...others not, Rochester voted as a top city to re-establish ones-self! Hope this helps.
Lemme throw my two cents in, cause why not: I literally moved away from Rochester three months ago. Before that, I lived in Rochester for five years.
To answer your question, it really depends on what you mean by Rochester. If you mean Rochester as the city itself, it's not terrible great. It has some hip spots (east and alexander, monroe ave! Whattup!), some great divey areas (center city), plus the best Barbecue for literally hundreds of miles (you'll have to reach the Carolinas or maybe up somewhere in Canada to five better BBQ)... but the city still has its problems. Generally, crime isn't comparable to places like Detroit or Newark, but for some reason it does have a massive murder issue.
That being said, the "GREATER" area of Rochester is fantastic. Absolutely fantastic. Charlotte, Henrietta, Pittsford and Brighton.... all just great places. It's especially beautiful in the summer time (as short as that is). Just don't wander into the burbs of north rochester or gates at night and you'll generally enjoy yourself. Wages are low, but the living is the cheapest I've ever seen. I started off making twelve an hour (internship) and I lived comfortably. It's a good place.

This statement needs to be qualified. I walk my dog in the city every night after dark (for several years now) and have not once had a single problem. I feel extremely safe.
But I also know there are parts of the city where this is not a good idea. So the above is an over-generalization for sure, but I also wouldn't go into the gang-infested areas after dark myself either.
I think too many people hear "city" and automatically go to images of the 14621 neighborhood, PLEX, Lyell-Otis, etc....the rough neighborhoods where crimes are reported and publicized often. Especially with the way the news words the reports "a city man was shot" , "a city home was broken into". Then MAYBE they will tell you the street it occurred on. On the other hand, if a big event that would attract people to the city is happening they name the neighborhood; the lilac festival is in "highland park" not "the city" same with Park Ave fest, clothes line festival, Corn Hill arts.....they are all "neighborhood events". But a crime happens in "the city". See what I mean? I think most people in Rochester realize that there are plenty of nice areas within the city like Park Ave, Highland, Ellwanger-Berry, Swillburg, Browncroft, etc. that are safe when they think about it; but the automatic "go-to" image when they hear the word "city" is poor, run-down, and crime ridden because that is the image most often portrayed by the media when referring to "the city"
