Where to complain about county library, if there're any place at all?
Library stuff, all on taxpayers' buck, engages in some behaviors that violate the rights of said taxpayers.

The county... as to more narrow answer that's exactly my question, if there's no usual rule, how to find out or the best place to start? Who usually disburses money to them and who usually does oversight over county library system, if any?

There's likely a library governing board. Start at the building level supervisor for a specific building issue.

I'm trying to figure out how a librarian has violated a taxpayer's rights.

(Just a note: just because an entity is tax funded, and you pay taxes, does not mean you're the "boss" of that entity's employees)

Library is usually managed by a board of directors, library council or other local authority.
A librarian is designated as the library director or library manager. In small municipalities, city or county government may serve as the library board and there may be only one librarian involved in the management and direction of the library.
Associations of library and information professionals, such as the American Library Association (ALA) and the Chartered Institute of Library and Information Professionals (CILIP) help establish norms and standard procedures, secure funding, advocate at the state or national level and certify library schools or information schools.

The website of your library should have a contact number/email or other info about the library. Start there.

Our county library system has a 7 member Board of Trustees, and their meetings provide the opportunity for the public to present their comments.

For the OP - libraries are ruled by "The Librarian" Have you ever seen the movie? Best not to fall afoul of the Librarian, or worse, that female accountant that the librarian has to answer to.
