In some ways Sacramento went through the rust-belt phase before the rust belt did: we used to have heavy industries in Sacramento, including locomotive building, railroad & river transportation, fruit & vegetable packing, grain milling, lumber milling, dairy & meat processing. Most of those declined in the postwar era when the riverside docks were moved to West Sacramento, highways took over much railroad traffic, and canneries moved out of town. The business of Sacramento then became the business of government, both the machineries of state and military bases. We lost the bases in the 1990s with the end of the Cold War, and now even the state government is entering a very rough patch.
