Energy Trust of Oregon turned down my application (for rebate on install, by contractor, of new furnace and a/c with low energy usage ratings) saying there are no rebates for homes at this time. It is confusing because if you read their website, it looks like there are rebates for NW Natural and Oregon trust:

anyone else understand the website that says there is?
To me it looks like until August 31, 2018.

Is NW Natural your supplier? Was your contractor from their list?

Energy Trust of Oregon is the entity that determines whether you can get a rebate, not the one you linked to:

Maybe you don't meet their qualifications. Here is what they say:

Energy Trust only offers gas furnace incentives to select homeowners; see below for details.
Single-Family Rental Properties
Owners of single-family rental properties in Oregon are eligible to receive an instant cash incentive of $550 when installing a qualifying gas furnace in their rental property. To qualify, homes cannot be owner occupied.
Savings Within Reach
Income-qualified homeowners in Oregon who are eligible for*Savings Within Reach*may receive a $550*cash incentive when a qualifying gas furnace is installed by a participating contractor. Special requirements apply.

they told me there are no current rebates for Oregon, they told me over the phone.

If you are referring to Energy Trust, then your question is answered. Nothing anybody here can do about it.

I know when we were looking into solar rebates at the other house we were told that there is a certain amount of money set aside per year and when it is gone it is gone for the year. Don't know if that only applies to solar or other rebates through Energy Trust

Yes, this is how the Energy Trust has always worked in the past. They have funds and when they are gone, they are gone. You have to wait until new funds open up.
