Downtown SLC is great as downtown's go. I wouldn't worry about it. Most crime is in the poor inner 'burbs here, it seems. Even then, crime in general is much lower than most other urban areas around the country.

I would recommend the

new City Creek development - Downtown Rising :: Projects :: City Creek (http://www.downtownrising.com/city_creek/ - broken link)

And the condos over towards the Gateway mall on the west side of downtown, Salt Lake Luxury Condominiums - The Parc at Gateway, SLC Utah

Although they all might be a little pricey. Downtown SLC is relatively safe. Good luck!

Capital Hill is kind of strange, I like the Ave's better. Cap Hill is definately nicer the closer you stay to the Capital building. We looked at a Victorian on like 200W and like 300N but the neighborhood started to get dicey on West Cap Hill area.
