The location in form of Lat/Lon is provided on another tab of the page you linked to but when you look it up, it appears to be the courthouse downtown. Poblano's on main is the nearest restaurant but I don't think that is it.

The zip code listed for the cam is 78201. Don't know if that helps.

That lat/long is the center of the city. Go with 78201.

I don't think you can put much stock into the lat/lon as it's probably a product of the server's IP address. I wouldn't think a stationary camera would have GPS inherently installed.

One clue, though, may be that it's noon time and all of the chairs are up on the table and they are mopping the floors. No real "lunch rush" to speak of.

Ha! Intriguing and interesting what one can find on the net
It looks like anyone can find out what others are doing and drinking without a court order to see the tapes...
Obviously not a secure camera, streaming live view on public internet channel.

It seems that this place is open in the afternoon, but doesn't appear to be open late at night. I didn't see real wait staff service either. I noticed that the bartender was serving some bar type of food himself. Huge dining area, though.

There is an unique decoration behind the bar. Appears to be a some kind of motor propelled by a chain.

Now you have me intrigued. haha!

Yeah the bit behind the bar looks like something to lock up the liquor at night.

We can see that there are tons of windows but the back side is dark. I kind of wonder if this is attached to something else (hotel, gas station, etc.) because aside from the extremely minimal decor, the security used to lock up the liquor is pretty heavy duty. I would assume that once a building is secure, there wouldn't be much need to lock up liquor - but maybe it's in an area prone to break ins.

No. I happen to know the food places in the old and new courthouse. They aren't so big.

The other area, right of the bar that appears to be way to dark has some customers now.
The bar section is exactly the same as I saw it last night when the place was closed, with all the bottles outside, not locked. The locked area could be a a secluded section for smokers or family friendly? Or maybe a food preparation?
It seems that people are coming in on the right side of the restaurant, there also must be the kitchen.
The part in front of the bar is now restricted for use (chairs blocking the access).

Quite weird...
