I'm comparing the cities as places to study.
Probably because foreign students get a "practical training" work authorization after each progressively higher degree completed. The OP would give up that work experience if they go straight to a bachelor's degree.

I agree that except for nursing, Associate's Degrees are worthless these days.

Texas state does not offer associates degrees. Neither does UTSA. For community colleges in these metros you’re looking at San Antonio Community college or Austin Community College (which has a campus in hays county). You can transfer to Texas state or UTSA with your AA from either. By “studying” psych in Monterrey, do you mean you have a degree? You can get those translated by agencies and not have to go back to school.
