Recently Cibolo residents passed several bond issues. They are the following:

Prop 1 New Fire and Police Station 6.4M

Prop 2 Road Expansion 4.2M

Prop 3 two drainage improvement projects that would alleviate the impact of existing development within the Town Creek watershed, providing chances for additional commercial growth. The objective of the drainage improvements are to correct drainage issues near FM 1103 so that more growth may occur near the intersection of FM 1103 and Main Street. $9.2M

Prop 4 Ball Fields $3.3M

Prop 5 Recreation Center 4.8M

City Cibolo Council under the Mayor's leadership led these bond issue efforts.

I can live with all of the bond issues except of $9.2M Prop 3 which substaintially benefits those who own undeveloped land that is in a floodzone. Why should every Cibolo resident be burdened with paying for commercial development opportunities in this particular flood zone? What is the pay back time in terms of cost of money, interest, etc subtracted from the potential of sales tax that comes with the development of this land. Has the city council done the math? Is so, I want to see it. Or were the city residents sold out.

Last time I looked at the map, there is tons and tons of room to build commercial development in Cibolo and its extraterritorial jurisdiction. The city isn't even close to capacity with its potential development. The city shouldn't be paying millions of dollars to develop flood zones when there are other areas to build on.

This issue irks me so much...anyone know if what it takes to recall a bond proposition? How many peitition signatures to get it on the ballot for another vote?

Another issue I got with the City leadership...pipe dream of a high density walk about town center. Have they not got a clue? There is still tons of land to build on...to realize this pipe dream they are spending 9.4M to be able to build on a floodzone to get this town center concept off the ground.

" Before she was mayor, Jennifer Hartman spearheaded the Cibolo Land Use Master Plan, as well as Cibolo's New Town Center.....

The city's master plan focuses on the 1,000-acre new Cibolo Town Center -- a central point that partners old town with new town. It will feature natural elements, culture, open spaces, civic and cultural centers, retail, businesses, corporate headquarters, single-family homes, public structures, and plazas -- all in a walkable location adjacent to rail. We are working with the Austin-San Antonio Corridor Council for a future commuter rail along FM 78. "

CITY LEADERSHIP NEEDS TO REALIZE THEIR FM78 COMMUTER RAIL IS OUT THE DOOR. IT IS BEING PLANNED TO BE BUILT ON FM3009 SCHERTZ/GARDEN RIDGE AREA. Town center concept will not work with ZERO public transportation. If there was a stop near FM78, it might be feasible in 20 years after the area has built up.

"Hello" ....If the commuter rail is built it will be FM3009 - less rail traffic as compared to FM78. Additionally, Cibolo isn't even on the darn board for this rail project, but they are spending tons of money to develop a town center concept where there will be no rail and paying 9.4M to build on a flood zone.

David Hendricks: Choice may build steam for S.A.-Austin commuter rail (http://www.mysanantonio.com/business/columnists/david_hendricks/MYSA091505_01E_hendricks_173f541e_html.html - broken link)The newly added station would be in the Schertz-Garden Ridge area, near FM 3009 and just inside Comal County.

Those sound like the kinds of questions that Homeowner Taxpayer Association of Bexar County could help you get answered.
