Okay so I know this has nothing to really do with SD but I'm very confused.
I've been living in CA all my life and always got paid for working on a holiday until now. I spoke to my HR as I didn't get paid for working on a holiday and she emailed me this.
Holidays
and said that they do not need to pay for any holiday pay. I was like WTF as I always been paid for working on a holiday. Can anyone here provide some insight on this.

It is up to the company, but there is no law requiring your employer to pay extra other than +8 hours in a day and +40 in a week.
Some do, some don't, some pay extra for weekends.

Good question!
Basically, a public employee is anyone whose salary comes from a public source (taxes). Thus, firefighters, police, public school teachers, state and national park employees, etc...
As opposed to folks who work for a private entity - a corporation, store, private school, etc...

When I was an hourly employee, where I worked closed for all of the typical holidays which were paid days off. However, one time it was necessary for me to come in on a holiday.

For that pay period, I was paid for 48 hours of work:

A) 32 hours of regular pay for Tuesday through Friday

B) 8 hours of regular regular pay for the Monday holiday because my hours of actual work didn't exceed the 40 hour weekly or 8 hour daily maximum

C) 8 hours of regular pay for the paid day off.
