Does anyone know if the SDPD writes an incident report when issuing a speeding ticket, or is it just the ticket itself?

Just the ticket itself.
Unless an incident occurred at which point a report would be written.

Usually every officer writes notes on their copy for future reference in case of trial.

Yes, the cop will make notes, in case you try to fight the ticket. But you don't get a copy of his notes.

Making notes on a traffic stop and writing out an incident report are 2 different things!
