When we were there, I believe I saw signs saying "no alcohol" but then I noticed people on the lawn with their picnic baskets and wine bottles.

I live further north, but still on the CA coast. You cannot legally drink on any beach in CA. It is marked "no alcohol" up and down the coast. However, many do bring wine or some such to have with their picnics or bar-b-ques. The "no alcohol" law is to keep the homeless or riffraff from congregating and using the beach as a place to drink and pass out. If you ask a police officer about the signs, they tell you that they only enforce the statute when necessary, or as a reason to get someone, who is being a problem, to either move on or go to a shelter. So the answer is "No" you cannot legally drink on any beach in California. But you can probably have a glass or two of wine with your picnic if you are cool and not flaunt it or become a public nuisance.
