There's a point where a people form a culture and identity in a region. This is especially true of Dixie and New England.

I have never considered someone from Hawaii my "fellow countryman," nor would I consider Puerto Ricans that if Puerto Rico became a state. First and foremost, I'm a Yankee.

Additionally, the Rule of Naturalization laid this down long ago. Who can be an "American" under it? Free white persons. Although, it wouldn't take much effort to figure out who could be a citizen now. Anybody on the face of the earth.
