Hello,

I have been living in an apartment located in golden hills, San Diego for 3years. Since I moved in here, I noticed a few issue that the owner needs to fix immediately for safe of health. However, even I mention to the manager about it again and again, they never take any action to sort all problem out. Is it my responsibility to take care all issue to live the place safe and comfortable? Or their responsibility?

1, pest issue: 10 or more mices and loads of cockroaches
2, water system issue: brown water(rust) comes out every time I use kitchen or bath water. I believe it is unsafe to use it for anything...

It would be really nice if you can give me any idea of what I should do to take care all of issue. I appreciate your thoughtful insight and time. Thank you!

Call the Department of Public Health in San Diego. Do it anonymously if you are able to.

I'm guessing the Health Department is who to call for your water issues.

For the roaches, this website gives good, safe, advice that you can put into action:

"Natural Insect Pest Control"
http://eartheasy.com/live_natpest_control.htm

For the rodents, I would get Victor's Ultra Electric (batter-powered) Rat Zapper:
https://search.yahoo.com/search?fr=chr-greentree_ie&ei=utf-8&ilc=12&type=714647&p=victor's+ultra+electric+rat +trap
It's strong enough to kill large rats, but takes out small rats, & mice, too! (You don't always know what you've got 'till you've trapped them!)
Follow ALL of their recommendations, and you can take care of them without use of dangerous poisons.
