do All san diego city county residents have an extended June tax filing deadline OR only city residents impacted by floods?

All county residents. The state will follow IRS guidelines.

It's a good question, because the issue was not presented clearly in the media. Here is the IRS website:

These taxpayers now have until June 17, 2024, to file various federal individual and business tax returns and make tax payments.
The IRS is offering relief to any area designated by the Federal Emergency Management Agency (FEMA). Currently, this includes San Diego County. Individuals and households that reside or have a business in this locality qualify for tax relief.
The same relief will be available to any other California localities added later to the disaster area. The current list of eligible localities is always available on the disaster relief page on IRS.gov.

I thought bloomy was talking about property taxes AND not income tax. So this is good news actually, I'll take an extension for a little rain.

Edit: Not downplaying the few of us that were actually severely impacted by the storms.

I'm smart as have others like Clark do the heavy google lifting.
I've provided plenty of links for others here so goes both ways.
I'm still not 100% confident that All have the June date.

In case anyone is interested, here is the link re: California Income taxes due date.

"The Franchise Tax Board today announced tax relief for San Diego County residents pursuant to the San Diego County Major Disaster Declaration approved by President Biden on February 19, 2024, and after evaluation of information and circumstances for California, including the IRS postponement of the federal tax filing and payment deadline to June 17, 2024....Affected individuals and businesses in San Diego County now have until June 17 to file their tax returns and pay federal and state taxes due between January 21 through June 17, 2024."
