That's the total of residents who have degrees, not the amount of OUSD grads who went on to get bachelor degrees.

I also said Oakland should strive to become the most business friendly city in California to attract businesses of all types and venture capital. This would increase city revenue and create jobs. More jobs would help lower the crime rate and more revenue would allow the city to boost its police force. A bigger police force won't do much if it doesn't have teeth, so I recommended a temporary stop and frisk law. Once the crime rate drops, Oakland will attract more families instead of hipsters and it could become a great city or if you already think it's great, and even greater city.

Yes, Oakland is a city that accomodates poor people. We treasure the honor of their presence because they deserve a place to live just like everyone else. Do you think its bad that we are welcoming of poor people?
