Thank you both! Yes, it seems that everyone advises to stay away from East Palo Alto.

If I may ask one more question - which areas do you define as "East Palo Alto"?

Again, thanks everyone - not knowing anyone in bay area, you don't know how much your inputs/suggestions/advise mean to us!

East Palo Alto is actually a separate city from Palo Alto. PA is in Santa Clara county and is mostly west of US 101. EPA is in San Mateo county and is mostly on the eastern side of US 101. EPA used to have a reputation as having the highest per capita murder rate in the nation. The crime has come down dramatically, but is still not considered a desirable place to live. There are worse places to live in the Bay Area, but I'd never consider living there, especially if your price limit is $850k. Personally, I'd just keep an open mind and if I were you I'd plan to check out numerous places around the area and you might be surprised at the areas you end up liking.
I also would consider some East Bay locations as one poster suggested. Fremont/Newark both have some nice neighborhoods. I recently moved to the Lake Neighborhood in Newark and am literally ten minutes from Menlo Park across the bridge during non-commute times (however, my particular neighborhood is the only Newark neighborhood that I really like). Fremont is a medium-sized city, so there are quite a few different neighborhood options.
You also may want to consider Mountain View. It's right next to Palo Alto and is in a central location to both the South Bay and SF peninsula. I used to commute from South San Jose (Blossom Valley area) up to Palo Alto and got pretty sick of it. I probably wouldn't recommend going anywhere south of Sunnyvale for the sake of commuting sanity.

Thanks so much mstnghu2! We're now thinking, perhaps we should rent an apartment in Palo Alto area for a month or two while we settle down in our new city and explore as many different areas as we can before making any commitment.
We will def. check out all those areas you've mentioned. Thanks again!

There are many fixer uppers all along the Peninsula within your range. Best to rent first and take the time to prospect. San Jose has the best investment market at this time.

Yes, we did notice that! We've so far found quite a few very nice homes under 600K in San Jose. I guess, as long as you live near Caltrain, commute to/back from Palo Alto / Menlo Park won't be too bad.

Default Take Your Time To Look

If are willing to look there are plenty of houses within the 800K range in Mountain View,.. especially east of El Camino Real to 101 Bayshore Frwy in between University Ave south to downtown Mountain View-Castro St.
