The former murder capital of the nation in 1992; where PER CAPITA, it had 172.5 Homocides in a city of about 25,000.

I just want to know what exactly happened that caused EPA to turn it into a dump

I don't ever recall East Palo Alto being nice....even back in the 70's.

East Palo Alto has always been dumpy. It's actually better now than it used to be, but is still dumpy.
It is somewhat odd though because Palo Alto and EPA are like night and day. One of Palo Alto's most exclusive neighborhoods is only separated from EPA by a small creek. It's crazy that such an upscale area is right next to such a bad area.

I thought they were seperated by a freeway?

I've been to EPA once (got lost) and by god that was a sh*thole on the level of North Richmond in my opinion. That 7-ELEVEN was the creepiest, the guy behind the counter acted like I had no business being there or in EPA

We left the bay area in 1993 and as I recall it was about at it's worst then. From what I see in the news from down there recently some of that has spilled over to the neighboring cities that have had very little crime in the past.
