Hire a fee appraisal to do a forensic appraisal (yes, I'm serious you want the value on Jan. 1 2009) before you invest in a filing in District court. The sale price of the subject property can't be used ALONE in valuing the subject. It can be used when combined with other sales - specifically the other units. Make sure you don't over look the notices of value that are sent in March or there abouts.
