Is there a legal limit to how long a private home owner can be working on their house?
My neighbor has been working for close to two years and we are are tired of the hammers, saws, nail guns and radios that go on randomly during the week and usually all weekend long. His permits are updated but the work seems never to be completed before he starts another project. He his doing most of the work himself.

Have you tried asking him? Maybe if you put it out there that he's being a PIA it will give him incentive to hurry up.

I don't think there is a limit on time to make repairs/remodel a home. However, there is a limit for how long a permit is good for. If he goes beyond the time limit for the permit, he can renew the permit. So it can be a continuing saga. I just listed a home that the owner was repairing for 2 years. He did a little at a time as he could afford it.

You are strongly misguided there. Every single penny I made so far this year is going to pay my taxes on April 15th. All of my bills are being paid out of my savings from when I was a teacher. I am not naturally wealthy. I work 60+ hours a week every week just to make ends meet. I have not taken a real vacation since the year 2000.
