The camera can take more than 1 frame (as demonstrated in the article and linked paper in previous posts), but I'm sure less than 70 million frames required for a second of footage.
They are using frames per second as a rate. Similar to how an object that only moves 1cm can move at 10m per second - it is a rate and therefore does not have to actually move 10m.
