I'm assuming there's a standard, practical piece of apparel that's popular? Or do most people just make-do with whatever they can find?

This winter take a look at some of the local web cams. You'll see plenty of umbrellas.

For rain in the 60's and 50's I wear a Marmot Precip jacket. It has a hood that I put up when it's raining. I will carry an umbrella if it's really coming down...I refer to that as "real rain" as opposed to "mizzle" (mist + drizzle...it's a Seattle word I think). When it's mizzling, most people just use their hoods.

I saw plenty of umbrellas when I was there. People who didn't wear umbrellas usually used weatherproof ponchos or long jackets with hoods.

It is a myth. Though if I lived in the 'burbs and had a car I would probable never use an umbrella. It just doesn't rain hard enough long enough to warrant it. It's a different story for those in the city where a high-quality wind-resistant umbrella is a necessity.

I work downtown, and I see lots of umbrellas in the winter. And I don't think they belong only to tourists or business travelers. I'm always worried about getting poked in the eye by one.
