Marymoor Park in Redmond has a huge offleash area. Something like 44 acres, Doggie Disneyland, and includes dog swimming.
Mercer Island has an offleash park at Luther Burbank park and includes a swimming beach for dogs.
Bellevue has a small offleash area at Robinswood park.
Sammamish has one, though I'm not exactly sure where, and
Renton has one next to the Cedar River.

I like the Beaver Lake Park one because it is fenced in and has a section for big dogs and small dogs. It has been great for my puppy to get acclimated to dog parks...and not possibly run away. Not the biggest park by far though. There usually is not a lot of people or dogs there either, which has been disappointing a few times.

I can’t wait to go to Marymoor Park. Just didn’t want to go there first and be the guy who can’t control his dog.

Marymoor Park is one of the best. My labs loved it there, although there have been times that access to the water was closed (maybe it was during salmon spawning?)
Mercer Island's Luther Burbank park's off leash area is just too small, though there is lake access. It gets awfully muddy there.
