But of course, Seattle proper is much more urbanized so that leads to some complexity.

Seattle is also very much "Seattle - north... good. Seattle - south... bad". But it doesn't really give you the full picture as there are some bad areas up north and good areas down south.

A complex geography and a longer time developing urban areas combined with neighborhoods that used to be far apart separated by wilderness then getting filled in leads to that. Phoenix is very much a boom town that really only began getting large populations after the invention of air conditioning and good compressors.

Note that Seattle can also be thought of as north = good, south = bad, and it is a generally good rule of thumb.

My advice is this: if it's too overwhelming, think of it this way: north of I-90 = good, south of I-90 = bad. This rule extends all the way to 85th st on the north end. There you start getting into Northgate which is hit-or-miss, and along Aurora and Greenwood which is a little rough north of 85th.

West Seattle is basically "further from the port going west = better".

we are looking south since he will be working for hte water dept possibly and we think that he will be based in the industrial district

I'm assuming you mean SoDo when you say "industrial district". I would consider West Seattle if you have the funds for it. Look closer to California ave and west to see the better parts... remember, away from the port = better if going west. South from the port can be sketchy.

Or look at Colombia City. It's way south but it's nice.

Used to stand for " South of the Dome" before they tore the Kingdome down, now it's " South of Downtown" and extends pretty much from the stadiums south to almost Georgetown.
