I don't mind self-driving cars, but I still think a decent rail system should still be in place.

Right. Atlanta already has theirs, Seattle is building theirs. Atlanta is ahead of the game. They are done. They can focus on important issues now. Copying the 1890's neanderthal corporate welfaracks of Portland, Oregon is not smart public policy. Prepping for the flexible future of self driving vehicles is what smart municipalities and states are planning for. Self driving buses and cabs are part of the equation, and are more affordable, flexible, and faster than relic fixed rail.
