Well can't say I am not completely surprised. I bet there are memos like this for all precincts. Have insurance, document things, keep receipts, etc. And of course don't make it easy for someone to take your stuff.

I like the line about "keeping the bad guys guessing" - yeah, they'll keep guessing until they've managed to commit a few crimes and not get caught. That takes out much of the guess work.

With how lax the SPD is on property crimes I don't understand why more people aren't using security systems and cameras. They certainly don't stop crime but they go a long way towards making your home less of an easy target.

It's not just SPD, that's pretty anywhere. I've been burgled once and the cop himself told me not to bother holding my breath if I was hoping for any outcome, that they're just there to take a report.

This is par for the course in Seattle. About 15 years ago I was a victim of a felony crime. The perp was arrested and released, with no charges filed. I wanted to find out why, so I made a visit to the Public Safety building in downtown Seattle. I was bounced from one office to another, from ombudsman to city attorney to victims' assistance and back to SPD.

I think I talked to about 6 different offices. Eventually I wrote a letter to the SPD Chief and Seattle mayor threatening to peddle my sad saga to local news outlets, and that was when I finally got action. SPD investigated, referred felony charges to then King County Prosecutor Norm Maleng, and eventually the perp was tried and convicted. No doubt this happens all the time, and most probably give up after the 2nd or 3rd bounce.

I'm amazed crime isn't worse in this city since it totally seems like criminals can get away with nearly anything here. Burglaries, drug dealing, using hard drugs in broad daylight, SPD looks the other way.

Oh, but jaywalk in an empty street, or bike without making a full stop at a stop sign, and SPD will surely fine you.

A few months ago, I witnessed a man get brutally beat up by a gang of teens in an alley. I called for the police. They never even showed up as far as I knew. SPD is beyond incompetent.

Based on SPD logic, maybe someone should tell them it's the Hamburglar. That should get them to take things seriously.

Glad they're finally cracking down on non-compliance with bike helmets, though. I was about to start a letter writing campaign.

I got punched by a group of pre-teens once. The friend I'd been waiting for came by afterwards, and insisted on cruising the neighborhood to find them, and calling the police. We found them. Drove away to call the police. One cop came, who just wasn't interested. We drove to where the kids were. He let the perp run away, and talked to the remaining kids. He refused to do anything. They just don't care. It's not even that they're incompetent, they're just indifferent.
