Only four, two each way, will be general "traffic" lanes. One will be a parking/loading lane.

A quick Google search would have given you mountains of data. There is no "conflicting information" as to whether it's happening or not.

The timing, much of the funding, extent of the projects, etc., all need to be nailed down. The basic new/redone road corridor is pretty real, while a lot of the rest of the plan (piers, greenspace, etc.) is more conceptual and hopeful.

The dude has a right to post and generate conversation, and I'm also wondering why you used his name? Be respectful of others, please.

When I speak with someone I always address them by their name. How else would I address them?

That's incredibly rude. On the internet it's ok to use their internet name, not their personal name. Unless you know them.

My internet name is basically my real name, but his apparently isn't.

If I hadn't met him, there is no way I would know his real name now is there? He obviously doesn't give out his real name on the internet. He wondered how I knew it.

It seems kind of obvious how you found him but odd that you wanted to know who he was, rather than just a poster.
