The biggest problem is not the politicians who utter words but cops and government agents who use physical force and violence to enforce the words of others. Cops are not heroes or the good guys when they are the ones turning words of politicians into actions. Blindly following orders is not an excuse. Cops should be held completely responsible for their actions. If they were they would not be enforcing laws that violate fundamental freedoms.

Yes, the last defense in our nation is the people (collectively, not individually, as "sovereign citizens" would preach) withholding their consent to be governed. We saw it used several times as a deterrent to tyranny under the Obama administration, and now it is being used against lawful administration of our current government. This shows that it is a double edged sword, as it can do almost as much damage as good, but that
is the last line of defense.
(Note: the most obvious examples in the fight against tyranny were the Bundy Ranch stand off and the Burns Oregon Standoff, and the court case acquittals that ensued afterwards, but there were dozens of lesser known cases.)
